Carter Manor a.k.a Winton Manor should be New Jack

Drugs and prostitution is rampant int he Winton Manor formerly know as the Carter Manor [ on the street they refer to the building as New Jack City ] Young thugs both male and female some of whom were able to get in based on being disabled. How are people who are too sick to get a full time job because of being disabled not to sick to sell or do drugs? These people have wild parties, many of these low income persons who need help from the government some how come up with the money needed to go into a music studio and make music cd's because they want to be a rap star. Some of these senior citizens are off the hook as well, there are a lot of crack heads in the building young and old. The loudest floors are on the 2 nd, 3 rd, 4 th, 5 th, 6 th, 7 th, 8 th, 9 th and 11 th, mind you we only have 11 floors in the building. The 10th floor can be drama as well. You can see many things in this building such as used condoms in the stairwells or other public areas in the building, you will see trash in front of tenants apartment who are too lazy to to take the trash to the trash room. Some tenants entertain other tenants, or tenants guest entertain people in the building who don't live there. There is so much rift raft in this building the ATF, the DEA and other federal agencies would have a field day if the set up and undercover sting in the building. The company that manages the Winton Manor is MJM Management MJM Management is an affiliate of The Ferchill Group which has been developing office, residential, hotel, resort, and retail properties throughout the mid west for over 25 years. MJM Management is responsible for the management of both third party and company owned apartment complexes, mainly in Northeast Ohio. MJM pays particular attention to anticipating and avoiding problems related to areas such as staffing, resident turnover, and accounting system integration. That mostly isn't true since most tenants are in low income housing so they can't afford to just get up and go when they have unresolved issues with management, the owners or other tenants, they simply can't afford to terminate their lease at will, many stay and put up with a lot like you wouldn't imagine and managements main focus is on profit and they get plenty of it from the government, the renovation was a facade and Hud is in own it. The owners pocketed most of the money they received from the government because 27 million dollars was not used to renovate they building, they cut corners like would would not believe. We have on site security but the building is not secure, the security guard are sleeping with tenants and there are times when the guards are entertaining tenants at the both which is a no no, are making and taking personal phone calls while on duty, management has cameras on the guards but no one is really checking.
